I personally tested the damage reduction numbers on the Rage Art armor:
All tests I ran with Victor, the first number being the damage on a standing opponent and the second being the damage into Rage Art armor: d2 21 >14, db3 20 > 14, db4 17 > 11, df3 14 > 10
