He does have some really strong single purpose evasion attacks. Another strength of Lei is his ability to keep a life lead. Between his Haha steps, life regen and his very easy and safe ways at a distance to get on the ground. If the opponent doesn't have the required tools to punish Lei for these, its going to extremely hard to deal enough damage to Lei to overcome a big enough life lead in a small amount of time.
